Commission allows recreational snagging for menhaden and mullet species

The Marine Resources Commission approved an amendment to allow recreational snagging of Atlantic menhaden and three mullet species (white, striped and flathead gray mullet) to let shore-based anglers obtain bait when schools are offshore.
The Commission approved a regulatory amendment to permit recreational snagging (use of weighted treble hooks) to take Atlantic menhaden and certain mullet species for bait. Staff said the change is intended to help shore-based anglers who cannot cast nets far enough to reach offshore schools.
Staff proposed a definition of "snagging" (intentionally hooking a fish other than in the mouth) and added the allowable species to the list of exceptions. The amendment was presented as a targeted, gear-specific adjustment and staff reported no written comments in support of dredging for crabs on this agenda item. A member of the public noted local scarcity of menhaden in her area, which staff acknowledged when describing local variation in abundance. The commission approved staff recommendation by unanimous vote.
VMRC will publish the amendment and provide enforcement guidance to recreational anglers and marine police.
