Staff explained the project has been protested by an adjacent landowner who argued the roof would obstruct views, but no witnesses opposed the permit during the meeting. Staff noted the Evans pier and lift are already statutorily authorized and that the roof addition is a reasonable use of state-owned submerged land under existing code. Commissioner Branson moved to approve staff recommendation and the motion carried unanimously.
