Ethics staff report enforcement regulations go into effect; deputy director Jessica Bloom to depart

Enforcement staff told the San Francisco Ethics Commission on March 16 that newly adopted enforcement regulations will take effect shortly and that improved staff capacity has driven down the average age of matters in preliminary review to roughly 4½ months.
The enforcement division reported 73 active investigations and 45 matters in preliminary review, and said it has hired a fourth investigator, Tommy McClain, a former assistant district attorney from San Diego County. The division said it anticipates reviewing all complaints older than Jan. 1, 2018 by the commission’s April 20 meeting.
Executive Director Leanne Pelham also reported that the commission submitted its budget on Feb. 21 and launched interactive campaign finance dashboards for the election season. Pelham announced, and commissioners acknowledged, that Deputy Director Jessica Bloom—who led enforcement and legal affairs—will depart the commission after 19 months. Pelham praised Bloom’s work overseeing enforcement regulation drafting and helping reduce the backlog.
Commissioners asked for a budget update at the April meeting and thanked Bloom for her service. Staff said they will continue to reallocate resources to balance audit obligations and the public financing workload through the election cycle.
