Summary
The Budget and Finance Committee voted to release $10,436,243 of $13,334,310 on reserve to support tenant improvements and furnishings for relocations tied to the Hall of Justice exit, and retained $2,898,067 pending a detailed tenant-improvement budget for 945 Bryant Street.
SAN FRANCISCO — The Board of Supervisors— Budget and Finance Committee voted April 10 to release $10,436,243 from committee reserves to advance tenant improvements and furnishings for the Hall of Justice exit, holding back $2,898,067 until the city provides a detailed budget for work at 945 Bryant Street.
Chair Sandra Lee Feuer moved to accept the Budget and Legislative Analyst—s recommendation and the committee took the motion without objection. The funds are intended to support build-out at 350 Rhode Island Street, where the District Attorney—s Office and other staff are consolidating, and to advance planning for adult probation—s move to 945 Bryant Street.
City Administrator Naomi Kelly and Heather Green, director of capital planning, told the committee the Hall of Justice—s Bryant Street wing is seismically vulnerable and that relocations are needed to provide safer, privacy‑appropriate space for probation officers and other staff. Green said the Rhode Island site comprises just under 98,000 square feet and that tenant improvements are already underway.
Dan Gonchar of the Budget and Legislative Analyst summarized the office—s review and recommendation: the BLA advised reducing the amount released specifically for tenant improvements at 945 Bryant until a detailed design and cost estimate are submitted, and recommended releasing $10,436,243 now while retaining $2,898,067 pending that submission.
Public comment included a speaker later identified as Mr. Wright, who urged the city to prioritize permanent housing over internal relocations. Chair Feuer closed public comment before the committee accepted the BLA recommendation.
The committee—s action forwards the recommendation and the proposed reserve release to the full Board of Supervisors for final action or further review as required.
