Summary
Public services staff reported the Hall of Justice HVAC work is nearly finished and that the county is piloting modular wall panels for temporary courtroom spaces, which staff said are less expensive than prior vendors and can be moved if needed.
Savannah Clement of Cowlitz County Public Services told commissioners the Hall of Justice HVAC upgrade is nearly complete: the basement is about 90% finished and other areas are 99% complete, with the remaining work primarily ceiling tiles. "We're about 90% complete in the basement area and about 99% complete in d," Clement said.
Staff and commissioners praised the visual and functional improvements, including improved lighting and more efficient mechanical systems. Clement invited the board to walk completed areas, including the basement, and suggested waiting to do a broader walkthrough once second-floor court areas are finished.
Separately, staff described a change in vendor for modular wall panels used as temporary courtroom partitions. Clement said the county tested a product (described as similar to OneSource) that is "about a third cheaper than what we're seeing with other companies" and appears solid and movable; the panels will be anchored to the ceiling and fitted with insulation to improve sound control.
No formal procurement action was recorded at the workshop; staff said they are monitoring performance and durability and will report back as the county gains more operational experience.
