Committee forwards package to implement citywide union access to new employees

At the April 4 Government Audit and Oversight Committee meeting, Carol Eisen, Employee Relations Director, presented a package of memorandum‑of‑understanding amendments designed to implement Assembly Bill 119 and create a citywide approach for union access to new employees.
Eisen said the amendments "memorialize the requirements of Assembly Bill 119," add provisions adopted by the state law and include steps OEWD and Human Resources have taken to set up a new employee orientation program open to small and medium departments while large departments will maintain their own orientations. She said data‑system changes have been made to allow unions to know which orientations they may attend.
Eisen noted one remaining consolidated building trades MOU would be brought forward at a subsequent meeting. Chair Jane Kim said she was glad the city had worked with labor leaders to be prepared for the U.S. Supreme Court decision referenced in the presentation.
A supervisor moved items 5–24 to the full Board with a positive recommendation; Chair Kim said the motion carried "without objection."
