Committee backs ordinance to require conditional-use authorizations for parcel‑delivery facilities

The Land Use and Transportation Committee of the San Francisco Board of Supervisors voted May 20 to recommend an ordinance that would require conditional‑use authorizations for parcel‑delivery service facilities and revise zoning control tables to reflect the change.

Supervisor Connie Chan, the item’s sponsor, told the committee the measure updates an interim zoning control that had been due to expire March 31, 2024. Chan said the ordinance retains the previous structure while adding substantive amendments: impact evaluations would explicitly account for nearby education institutions, require employment analyses that consider artificial intelligence and autonomous vehicles, and set a retroactive approval date of March 31, 2024 for the interim control. "These were the amendments that were before you then," Chan said, summarizing the bill’s substantive additions.

In public comment, Mark Malouf, business agent for Teamsters Local 665, told the committee the union had worked on the legislation since its inception and continued to support the ordinance. "We are especially proud that this legislation has received unanimous votes at every single meeting," Malouf said, and urged the committee to forward the item with a positive recommendation.

Chair Supervisor Mirna Melgar moved to send the ordinance to the full Board with a positive recommendation. The clerk recorded the committee’s vote as three ayes and the motion passed. The item has been agendized for the Board of Supervisors meeting on May 21, 2024 for final consideration.

No amendments or conditions were recorded at the committee; the committee’s action is a recommendation, not the final adoption of the ordinance.
