The committee called Items 2 through 4 together on March 13 but determined they were not ready for final action and continued them to the call of the chair. The items are related and staff said they should return as a package after planning provides additional information.
Item 2 would amend the planning code to allow HOME SF projects to agree to subject new dwelling units to the rent increase limitations of the rent ordinance. Item 3 would exclude designated historic districts under Article 10 from the HOME SF program provisions. Item 4 is a broader planning code reorganization to update neighborhood commercial and mixed‑use zoning controls to principally permit arts activities, job training, social service and philanthropic facility uses, and to revise rules for nighttime entertainment and certain bar uses.
There were no public commenters on these items during the meeting. Chair Mirna Melgar moved to continue Items 2–4 to the call of the chair so staff can provide the necessary memos and for the three items to be considered together; the motion passed 3‑0 (Supervisors Peskin, Preston and Melgar voting aye).
