Committee advances Budget and Legislative Analyst—s 2014 work plan, allocates hours for audits including EMS

The Government Audit and Oversight Committee moved forward the Budget and Legislative Analyst Office—s proposed work plan for calendar year 2014.
Severn Campbell of the Budget and Legislative Analyst Office told the committee the plan covers 16,860 hours of services divided into categories and largely mirrors the prior year—plan. "We're recommending allocating 6000 hours of service to performance audits and policy analysis," Campbell said, and reported that roughly 1,100 of those hours have already been used this year on an audit of the Children's Fund and the newly begun fire and emergency medical services audit.
Campbell said completing the EMS audit and conducting a scheduled audit of fire administration staffing would leave about 3,700 hours for the remainder of the year to respond to audits and special requests. The office also proposed a 20% reallocation allowance to shift hours if legislative or budget demands change.
Chair Supervisor Bridal opened the item to public comment; none was received and the committee moved the work plan to the full Board without objection. The clerk noted items acted on today will appear on the April 8 Board of Supervisors agenda unless otherwise stated.
Next step: the work plan will be considered by the full Board on the clerk-specified date.
