Supervisor Matt Haney, sponsor of the resolution, said the provision entrenches "vestiges of slavery" and disproportionately affects people of color. Activist and longtime advocate Dorsey Nunn, executive director of Legal Services for Prisoners with Children and co‑founder of All of Us or None, told the committee he wanted San Francisco "to actually stand up and start leading the way" and urged supervisors to support ACA 3. Haney cited examples including inmate pay of cents per hour and suggested state and national momentum to amend constitutions in several states.
Member Haney moved the resolution to the full Board with a positive recommendation; the committee recorded a unanimous aye vote. The clerk noted the item will be recommended to the Board for consideration on March 9.
