Land Use Committee delays Central South Of Market approvals pending CEQA appeal

The Land Use Committee voted to continue five measures implementing the Central South Of Market area plan until Oct. 1 so the Board can first consider a pending CEQA appeal.
Supervisor Jane Kim, sponsor of the related referrals, told the committee the full Board will hear the CEQA appeal tomorrow and that Planning Commission referrals remain pending. "Tomorrow at the full board, we will be hearing the appeal of the CEQA determination for the central soma plan," Kim said, and asked that committee action wait until the appeal is resolved.
The continued package covers a set of coordinated amendments: adding the Central South Of Market area plan to the general plan; zoning-map changes to create the Central South Of Market Special Use District; amendments to height-and-bulk and zoning-use-district maps; creation of a Central South Of Market Housing Sustainability District with a streamlined ministerial approval process for certain housing projects; and related administrative and special-tax-financing code changes.
Chair Tang opened public comment on the items and, seeing no speakers, closed it. Chair Tang then moved to continue items 1–5 to the Oct. 1 Land Use Committee meeting; the motion was adopted "without objection."
The committee did not take substantive votes on approvals today. The next procedural steps are a hearing on the CEQA appeal at the full Board and a Planning Commission hearing on the referred amendments, which the sponsor said is scheduled for Thursday; the committee will revisit the package after those proceedings.
