Committee forwards contract amendment to keep technical support for legacy court system while Justice project proceeds

The Department of Technology asked the committee Dec. 8 to approve an eighth amendment to the city’s Owens Information Systems contract to ensure ongoing technical support for the existing court-management system as the Justice project rolls out replacement systems department by department.
Department staff said the extension is a precautionary measure because the legacy system is old and expert support is scarce; the department pledged it can terminate the amendment with 30 days’ notice without penalty. The budget analyst highlighted that the Justice project has experienced delays and cost increases (current estimated project cost $21.8 million versus an original estimate of $15.5 million) and recommended a written status report by Jan. 31, 2010.
Department staff said the sheriff’s jail-management system was scheduled to go live first and that other departments would transition in sequence; the committee agreed to forward the contract amendment and requested timely reporting on project milestones and costs.
