Board representatives and department officials described Project Emerge as a citywide PeopleSoft integration of HR, payroll and benefits systems. Mickey Callahan of the Department of Human Resources said the Cyber implementation partner informed the city it could not meet schedule expectations and requested additional funds; the city negotiated an earlier termination and plans to transition technical implementation in‑house using some subcontractors and new temporary staff. “We negotiated to for an earlier termination with our cyber contract ... and now we're ready to move forward with the help of a few subcontractors, but primarily with additional staff,” Callahan said.
