Chair John Avalos split a first-draft charter measure that combined runoff proposals and vacancy-filling changes. The committee accepted a mayoral appointment process for interim supervisors (28-day appointment window) as a working draft, heard public testimony about past representation gaps and dual-office concerns, and continued the vacancy item for further work.

Clerk read Item 6: a first-draft charter amendment that covered two separate subjects: (1) a requirement for a runoff between the top two candidates for mayor in certain circumstances and (2) procedures to fill vacancies in the office of mayor and Board of Supervisors. Chair John Avalos proposed dividing the file so the ranked-choice/runoff ideas could be pursued separately from vacancy-filling rules.
