Rules Committee forwards code cleanup to modernize Graffiti Advisory Board

The Rules Committee considered an ordinance to amend San Francisco—s administrative code (Article 18) to modify the composition of the Graffiti Advisory Board (GAB), renumber code sections and add a sunset date.
Connor Johnston, legislative aide to Board President London Breed, said the 1993 authorizing language needs updating: a seat currently assigned to a Department of Parking & Traffic executive is obsolete because that department has not existed for 14 years. The proposed ordinance would replace that seat with an at-large seat appointed by the Board of Supervisors, add standard Board attendance and meeting-frequency provisions, and provide a sunset date. Johnston said the 2014 GAB-involved package of graffiti measures has strengthened enforcement and interdepartmental coordination.
Larry Stringer and Jim Mercasio of Public Works and GAB representatives testified in support, saying the additional at-large seat would let people participate who do not qualify under existing seat categories. Supervisor committee members moved item 3 forward to the full Board with a positive recommendation; the motion was taken without objection.
