Among the votes, the board amended a special‑use permit for Hills and Valley LLC to allow a commercial parking facility and increase the maximum parked vehicles from nine to 20 after staff and the applicant discussed floodplain disclosure and screening. Staff had recommended returning the application to the planning commission because of the “substantial increase in parking spots,” but the board approved the amendment after the applicant and supervisors agreed on conditions.
The board approved a rezoning request filed by Lucas Homes LLC to convert roughly 8.699 acres on Mill Creek Road from agricultural to residential; the applicant said the plan is for five single‑family homes, each with its own driveway, with town water and private septic. A nearby resident had urged caution, citing traffic and sight‑distance concerns; planning staff and the board said VDOT review of entrances remains the applicant’s responsibility.
Separately, the board adopted Chapter 56, a fire prevention and protection ordinance that gives county staff, in consultation with volunteer fire chiefs, authority to declare burn bans when conditions create an imminent hazard.
On finances, the board approved budget amendments that appropriate opioid settlement funds for adult recovery court programming and allocate transient‑occupancy tax money for tourism and visitor‑center operations; the school system will bring a separate capital request back in February after updating older contractor quotes.
The board also approved two special‑event permits — the Blue Ridge Montanitas Festival on Sept. 28 and a late‑filed Mount Carmel car and truck show on Sept. 21 (conditional on required signatures) — and authorized a deed of easement for a short parcel on Northview Lane so a pending property sale can close.
