The Planning Board heard a presentation and then closed the public hearing for a site plan review and a special-permit application from Falmouth Concrete Corporation for a proposed 9,963-square-foot manufacturing building on the vacant parcel listed as 0 Thomas B Landers.
Attorney Kevin Clower, representing the owners and Falmouth Ready Mix operations at 475 Thomas B Landers, said the building would allow indoor manufacture of large-scale concrete blocks and tie into the existing operation. Clower said the project is on a 1.5-acre site in the LIA zoning district; the proposed lot-coverage figures and parking calculations fall well within the allowable thresholds. He told the board the use would likely have between one and five employees and that the 10-space parking plan has been accepted by the building commissioner under the catch-all parking provision in the town code.
Board members questioned design and threshold issues — several members, including Jim, noted the proposed building sits only a few hundred square feet under the 10,000-sq-ft cutoff that would trigger Cape Cod Commission review and asked whether colored elevations and additional design detail should be required. The applicant said color elevations exist and the building would be a gray steel structure with a stone chair rail.
After confirming the notice and abutter notification, the board closed the special-permit hearing. The board asked staff to prepare positive motions for both the site-plan review and the special permit so that, if an outstanding engineering referral returns with no issues, the board could read the motion into the record and take final votes at the Sept. 10 meeting. Staff confirmed that would be the typical process. The board recorded a motion to close the hearing and directed staff to draft the decision language.
Next steps: staff will complete the engineering review referral; if no issues are identified, a prepared positive motion for both the site-plan approval and front-yard parking special permit will be read at the Sept. 10 meeting and the board may vote to adopt the prepared decision.
