North Logan City Council on Nov. 20 approved a text amendment to Title 12 of the municipal code to tighten development rules in identified geologic hazard areas. City planners said the ordinance uses updated maps (steep slopes, fault buffers and unstable soils), integrates fault buffers from the Utah Geological Survey and applies a model ordinance approach to require pre‑subdivision and site‑specific geotechnical studies where appropriate.
Scott, the city planner presenting the ordinance, said the code will identify slopes and other hazard features and that the city would treat areas above a defined steepness threshold (the staff presentation cited a 25% slope threshold for classifying areas as non‑developable in certain overlays) as off‑limits to building footprints. The planning commission reviewed the ordinance and recommended approval; city staff reported support from local geologists and university faculty who attended public hearings.
Councilmember Kenny moved to adopt the text amendment and the council approved it unanimously. Staff said the ordinance will apply both to new subdivisions and to development on existing undeveloped lots within mapped hazard areas.
