The ordinance adds definitions and local criteria to implement the state requirement that home-based micro-schools (up to 16 students) and micro-education entities (up to 100 students) be permitted uses. Local code now requires such entities to register as businesses, provide parking and traffic plans, meet off-street parking standards, and comply with referenced state health and safety rules.
Council members discussed the policy trade-offs of allowing micro-schools in every zone. Staff noted the city cannot make them conditional uses under state law but can require a planning-commission review checklist before the zoning administrator signs off. The code also clarifies landscaping and hydrant access requirements, fence rules, and other cleanup changes.
Ordinance 7 passed with council majority. Staff will publish code changes and prepare the planning-commission checklist and public guidance for applicants.
