Apollo, chair of the planning commission, told the council the commission will recommend changes and that, in practice, enforcement of the affected provisions will be suspended while a pending ordinance is finalized: "They will be suspending enforcement of these provisions while there's a pending ordinance," Apollo said during the meeting. Legal staff and council members emphasized making the staff report, draft ordinance and supporting materials available at least 10 days before council action so residents have time to review the revisions.
Staff and commission members described targeted edits that were moved forward because they were tied to imminent or pending actions, while other topics (for example, proposed height restrictions) were tabled after community feedback. Council legal counsel recommended formal rules of order for the planning commission and a pre-meeting coordination call to ensure chair and staff can resolve technical or legal questions before public hearings. The council scheduled additional planning commission work on Dec. 10 and agreed to a voluntary 10-day posting before the Dec. 18 council meeting so the public can review the final draft and staff report.
No ordinance was adopted at the Nov. 20 meeting; the council and planning commission will continue edits and public outreach in December.
