Joint committee hears APA/WestEd proposal to update Arkansas school-finance adequacy study
APA Consulting, joined by WestEd, presented a sole RFP response proposing a multi-method adequacy study (professional judgment panels, education cost function, successful-school case studies) and stakeholder engagement; legislators pressed the presenters on Lakeview obligations, team diversity, preschool inclusion and costs.

The joint Senate and House Interim Education Committee on Education heard a presentation from APA Consulting, with WestEd as a subcontractor, on a proposed statewide school-finance adequacy study in response to an RFP released March 19. Jill Thayer of the Bureau of Legislative Research told members the procurement drew a single responsive proposal by the April 12 deadline and that BLR had completed compliance and reference checks.
