Springfield R‑XII staff recommend expanding bus eligibility by reducing mileage threshold to 1 mile

District transportation staff told the board on Oct. 8 that they recommend changing board policy EEA to expand bus eligibility for elementary, intermediate and K‑8 campuses by reducing the mileage threshold from 1.5 miles to 1.0 mile. Dr. Shaw and transportation officials described route modeling that would make more students eligible while keeping the system efficient.

Staff said the proposed change would create eligibility for 1,110 additional students and that, based on historical participation rates, about 709 of those students would be expected to ride. Administration presented route adjustments intended to rebalance three tiers of routes so district routing remains efficient; one model cited showed tiers of 108, 108 and 101 routes after recommended adjustments.

Officials reviewed alternatives, noting that reverting to a two‑tier bus model would require an estimated $5.5 million in capital to buy buses and roughly $2 million annually in operating costs, and would reduce eligibility benefits. Staff emphasized recent gains in driver staffing and routing capacity as the basis for the recommendation and said the board would be asked to change board policy at the Oct. 22 meeting.

Board members asked questions about operational impacts and resource needs; administration said the changes would require adding only a modest number of routes and that they believed staffing and equipment are sufficient to support the expanded eligibility.
