Springfield R‑XII presents boundary changes to relieve overcrowding at Mann and Sunshine, adjust Westport feeders

District staff recommended shifting small attendance areas to rebalance enrollment: a 25‑student shift from Mann to Jeffreys, moving 59 students out of Sunshine (affecting bus eligibility), and feeder adjustments between Westport K‑8 and Pipkin Middle. District staff on Oct. 8 presented three linked boundary proposals aimed at easing overcrowding and improving long‑term utilization across several elementary and middle schools. The recommendations would move small, specified neighborhoods between Mann and Jeffreys elementary schools, reassign portions of Sunshine’s attendance area to Twain and Holland, and adjust feeder patterns so some students currently assigned to Westport K‑8 would feed to Pipkin Middle School.
The Mann–Jeffreys proposal would shift about 25 students from Mann Elementary to Jeffreys Elementary. According to administration, that change would lower Mann’s projected utilization into the low‑80s and raise Jeffreys modestly, and the students affected would gain bus eligibility because their new routes cross a designated barrier street. Mr. Douglas, the presentation lead, said the change is intended to prevent Mann from reaching the high‑90s utilization projected by the Davis demographic study.
The Sunshine recommendation responds to a facility currently above 100% utilization. Administration said the proposed drafts would reduce Sunshine to roughly 82% utilization. The recommended map would move 59 students out of Sunshine: 44 to Twain Elementary and 15 to Holland. As a result those 59 students would lose transportation eligibility because they would then live within one mile of their reassigned school; staff said they will notify impacted families and explain transfer options.
For Westport K‑8 and Pipkin, the district proposed changing feeder patterns so students from parts of Westport’s feeder would be redirected to Pipkin Middle School. Administration estimated 54 students would be affected by that feeder change and said there would be no change in transportation eligibility for those students because they currently qualify due to a barrier street.
Administrators framed the package as part of a district effort tied to the Davis demographic study and an anticipated facility master plan, and they said the board would be asked to vote on the boundary changes at the Oct. 22 regular meeting. Staff said they will send letters to impacted families, provide information about transfer procedures, and convene additional meetings as needed.
The board discussed details and asked staff to verify some spreadsheet numbers shown in the presentation; staff said they would follow up with corrected figures before the vote.
