Board approves new building counter hours for Community Development — 8 a.m. to 4 p.m. weekdays starting July 1

The Tuolumne County Board of Supervisors voted to change public counter hours at the Albert & Francisco building to Monday–Friday, 8 a.m. to 4 p.m., effective July 1, with a one‑year review to assess impacts.

Quincy Yaley, Community Development Director, asked the board to delay any permanent changes until the county knows the staffing consequences of the midyear budget reductions. "Our customers typically need early‑morning access because construction and inspections are morning‑based," Yaley told the board, noting staff perform many inspection‑coordination tasks before inspectors go into the field.

Supervisors debated access for residents and contractors versus preserving early‑morning operational support for construction customers. Supervisor Mike Holland said many residents and small contractors travel long distances to do business and asked that the counter be open to better serve the public; Supervisor Griefer said staff should at least post a contact number on the door so residents who drive in on a Friday know how to reach CDD staff. Staff confirmed they will not turn away callers who arrive in person and that many services are now available digitally.

The board approved the 8–4 schedule by a 3–2 vote, with Supervisors Holland, Griefer and Kirk voting yes and Supervisors Campbell and Brandon voting no. The change is scheduled to begin July 1; staff will return with operational metrics after the one‑year trial and will post a direct contact number at the building to reduce confusion for walk‑in customers.

Board members and staff said the change is intended to balance public access with the department’s operational need to support early‑morning inspections and other construction workflows; the one‑year review will evaluate whether the new hours impair permitting timelines or customer service.
