Commissioners approve amendment for Liberty County Solar Project and end talks with Industrial Kilo

After moving into executive session Aug. 13 for economic-development negotiations and attorney consultation, the Liberty County Commissioners Court returned to public session and took two formal actions on solar-related projects.

The court approved a first amendment to the economic-development program agreement with Liberty County Solar Project LLC. The amendment includes an upfront payment of $23,000 to verify the suitability of land the company proposes to donate and sets a completion milestone for the suitability study (to be done by April 30, 2025). The County Attorney confirmed the amendment is to be executed in triplicate.

On a separate item the court voted to "respectfully discontinue negotiations" with Industrial Kilo Project LLC regarding a proposed tax-abatement and economic-development agreement; the motion carried with the court voting aye.

Why it matters: Both items concern large-scale solar projects and county economic incentives. The approved amendment commits the county to an upfront suitability verification payment and extends timelines tied to the proposed project, while discontinuing talks with another prospect removes that option from the county's active negotiations.

Next steps: County staff will execute the approved amendment and monitor completion of the suitability study; no further negotiations are planned with Industrial Kilo unless the court reopens talks.
