The Planning Commission voted by voice to approve a resolution extending the conditional use permit for Summit Commons' outdoor storage lot to Oct. 31, 2026. Staff said the CUP, originally approved by the council in November and due to expire Nov. 6, was extended to give the applicant time to resolve soil testing issues and secure financing amid high interest rates.
Staff presented the extension request and accompanying resolution (listed as resolution 2024-XYZ) and said the applicant has already completed screening and landscaping along the northeast side of the lot, including coniferous trees planted within the county right-of-way. Erin Lambert, attorney for the applicant, told commissioners the owner hopes to build next year but asked the commission to approve a longer extension so the project would not need to return for another extension: "we're asking for an extension till 2026 just so we don't have to come back in front of you guys, and ask for another extension".
Commissioners asked about how common multi-year extensions are; staff said extensions have occurred previously and that staff evaluates whether applicants have made investments in improvements. After discussion, a commissioner moved and another seconded approval of the draft resolution extending the CUP; the chair called for a voice vote and the motion passed with all commissioners saying "Aye." The resolution as presented will now go to the next procedural step specified in staff materials.
The extension preserves the approved conditional use for the outdoor storage lot pending the applicant resolving soil-correction work and financing. Staff will continue to track the applicant's site-plan progress and any remaining engineering or permitting conditions prior to construction.
