Starr County commissioners hear roofing presentation, TxDOT project updates; adopt proclamations and routine votes

James Bartkowiak, identified as local territory manager for the Garland Company, told the court Garland is a U.S.‑based manufacturer of roofing and building‑envelope products and outlined services the company can provide to public entities, including inspections, leak response, bid preparation and on‑site oversight. "We manufacture products in the United States that are made to keep the outside out and the inside in," Bartkowiak said, adding that Garland offers up to 40‑year no‑dollar‑limit warranties and that restorative roofing work can "save up to 45%" compared with full tear‑offs. The judge and commissioners asked Garland to assess leaks at the county annex; the judge noted procurement rules that require formal competitive bids for projects that exceed $50,000.
Texas Department of Transportation area engineer Danny Flores gave a multi‑part status update on road work in Starr County. Flores said work on a final phase of US 83 is nearing closeout, that a second phase of the divided‑highway project on US 83 (from Margarito Road to Loma Blanca Road) is in early mobilization, and that paving work has started on FM 755. Flores listed upcoming lettings and smaller projects, including an overlay on US 83 scheduled for roughly November and seal‑coat and sidewalk projects (the Roma High School sidewalk letting was noted for April 2025). Flores said a feasibility study for an additional connection (the fourth section of State Loop 195 to US 83) was completed recently and that TxDOT will review alignment and topography before returning to the court with updates. When commissioners raised concerns about routing through U.S. Fish and Wildlife property and the potential congestion relief for east‑west travel, Flores said border‑wall decisions fall outside TxDOT jurisdiction but that TxDOT would continue to coordinate on feasibility and permitting issues.
The court approved two proclamations: one recognizing Red Ribbon Week (Oct. 23–30) and another joining a regional "age‑friendly" initiative presented by Sudarshan Paspiletti of the UTRGV School of Social Work. The Red Ribbon Week presenter noted local trends including youth vaping, prescription misuse and alcohol use and thanked local law enforcement and coalition partners for prevention efforts. Paspiletti described the age‑friendly effort as a regional framework that will guide policy and program planning to better include older adults.
On routine business the court approved minutes and the vendor list; granted final and preliminary plat approvals for Coyote Den Phase 4 (Precinct 3) and Los Arrive Subdivision (Precinct 4); approved a copier lease and maintenance agreement with Total Imaging Solutions for federal and state program use; accepted the treasurer's quarterly investment report; authorized a transfer related to the county audit; updated travel and lodging per‑diem rates to match state amounts; adopted a resolution to accept an indigent‑defense formula grant; approved donation of roughly 4.11 acres in the Riverwalk Subdivision to improve drainage; transferred surplus equipment among precincts and the auditor's office; and approved budget amendments. The court went into executive session under section 551.074 to discuss order of salaries and, after returning to open session, moved and approved the order of salaries as presented.
Financial reports were presented by county officials: the county clerk summarized records‑management activity and fees for FY 2023–24; the sheriff’s office gave Sept. 2024 revenue and inmate‑housing figures and said revenue was up year‑over‑year; and the treasurer reported ending balances for multiple funds.
