Rowlett City Council on Oct. 15 approved several actions to advance downtown and downtown‑adjacent projects, including an amendment to the downtown tax increment reinvestment zone (TIRZ) to add the municipal complex, authorization to publish a notice of intent to issue up to $20 million in certificates of obligation (COs), and approval of a planned development for a 7.73‑acre site at Main Street and Lakeview Parkway.
