Uvalde County signs grant‑writer contract, files pre‑application for Colonia Fund construction program

Carl also reported the county advertised for and received one proposal for grant‑writing and administration services for the Colonia Fund application process. "We received 1 proposal and that was from Esser and Company," he said, and recommended the court award the contract to Esser and Company. The court approved the award and adopted the pre‑application resolution by voice vote.
Carl said Uvalde County has 17 recognized colonias and that the county expects to be more competitive under the updated TDA platform rolled out in 2024; he added the county would be informed in January whether it is invited to submit a full application, and if invited a full application would be due by June 5.
The court's action allows staff to proceed with the pre‑application and to use the awarded grant‑writing firm to prepare any future full application if the county is invited to continue in the process.
