Wilson County votes to join PACE program, approves ACOG interlocal to administer

Jack Belton, program liaison for Texas PACE Authority, outlined the Property Assessed Clean Energy (PACE) program and the administrative role proposed for the Alamo Area Council of Governments (ACOG). Belton said Texas PACE Authority provides outreach, application assistance and compliance monitoring for jurisdictions that adopt PACE.
Commissioners discussed potential fiscal exposure and were told by Belton and county staff that 'there is no monetary risk to the county to participate in this program.' The court voted to enter the PACE program and to approve an interlocal agreement with ACOG to administer the local program; both motions passed by voice vote.
County staff said the program is administrative and intended to be a financing mechanism that places obligations on participating property owners rather than the county general fund.
