Harrison County commissioners approve routine budget moves, payroll and multiple ESD appointments

At a 17-minute December meeting, Harrison County Commissioners Court approved a $15,000 sheriff department line-item transfer, payment of $424,717.02 in regular bills, December payroll and numerous Emergency Services District appointments and reappointments; all motions passed unanimously.
Harrison County Commissioners Court met in the historic Harrison County courthouse in Marshall and approved a series of routine administrative items on a consent-style agenda.
The court approved a $15,000 transfer between line items in the sheriff's department after Purchasing Agent Darla Haynes requested the change, saying, “I'm requesting transferring $15,000 between line items within the sheriff's department.” The vote approving the transfer was 4-0.
Also approved were regular county bills totaling $424,717.02 and payroll for December 2024. Commissioner Timmons moved for payment of the bills; Commissioner Hatfield seconded and the measures passed unanimously.
The court approved a budget amendment under local government code 111011 to recognize insurance proceeds from hail damage to county vehicles in FY2024. Haynes described the amendment as increasing insurance-proceeds revenue so the net impact to the budget is zero; the court approved the amendment 4-0.
Several Emergency Services District (ESD) personnel changes were approved. The court accepted the resignation of Randy Grodifant as fire commissioner for Harrison County ESD No. 1 and appointed Kevin Stacy to fill the unexpired term. The court then approved multiple reappointments across ESD districts (names read into the record), including reappointments for ESDs 1, 3, 4, 5, 6, 7, 8 and 9. Each was approved by unanimous vote.
Other routine items approved on the consent docket included a vehicle lease/Enterprise Management quote for a 2025 Chevrolet Silverado intended for Constable Hickey and interlocal agreements and FY2024–25 annual contracts for the historical society and various ESD interlocal arrangements. The court also corrected contract amounts so the Women’s Center of East Texas and the Waskom Public Library receive full contracted payments.
All votes taken during the meeting passed 4-0. The court adjourned at 9:20 a.m.
