City staff previews comprehensive-plan and development-code rewrite, to begin with transportation

City planning staff on July 25 outlined a planned comprehensive-plan update and accompanying development-code rewrite that will guide Bastrop's growth and priorities.
Staff said Hap and Associates has been engaged to lead the comprehensive plan. The staff presentation recommended starting the code-rewrite process by drafting policy statements focused on transportation (multimodal connectivity and sidewalks) and then addressing drainage, regional stormwater approaches, water/wastewater policy, parks and tree protection. Staff also said Bridging Bastrop (the B3 board) will supply priority statements on equity, veterans and ADA access to inform policy development. Public engagement is planned through the comp plan process, and staff proposed meeting more frequently at the outset (potentially every two weeks) to cover policy topics before moving to red-line code edits.
The presentation emphasized aligning the development code with transportation and drainage priorities, and noted that transportation impact fees and developer contributions will feed capital improvement plans that help deliver road projects such as Blakey improvements. Staff invited commissioners to participate in focused discussions and to act as liaisons to other boards and commissions to coordinate priorities and public outreach.
Next steps: A kickoff meeting is scheduled and staff will return with a timeline and materials for commission input; commissioners asked staff to circulate meeting schedules for possible liaison assignments.
