Orland council awards pool plaster contract to Adams; boosts ball-field funding

The Orland City Council voted Feb. 18 to award a contract to Adams Pool Solutions of Pleasanton to replaster the citypool and approved an increase to the ball-field partnership funding.
Council action: the council voted to use development-impact-fee (DIF) funds to pay for the pool work, award the plastering contract to Adams Pool Solutions and increase the Little League partnership allocation from $40,000 to $67,000. The motion passed on a roll-call vote with all five members present voting in favor.
Why the change: Staff presented three bids for the pool plastering job: Northstar Pools of Sacramento at $188,000 (3-year warranty, mostly residential experience), Generation Pools at about $280,000 (longer warranty and some commercial experience) and Adams Pool Solutions at about $410,000 (the highest price but the firm has the most commercial and large-pool experience). Recreation Director Olivia Henderson told the council Adams had the staffing and commercial background most likely to complete a project of the poolsize on a reliable timeline.
"I do need water in the pool by May 1," Henderson said, urging caution about spring timelines and explaining she preferred awarding to a contractor with proven large-pool experience even if the price was higher. Henderson also described operational constraints, including a 1- to 2-week curing period after plastering and the need to preserve programs and lifeguard training schedules.
Public and commission input: Members of the recreation commission and local coaches urged the council to prioritize both the poolsafety issues and existing ball-field commitments. Commission member Larry Carmona told the council the commission was concerned about reallocating funds that had been set aside for ball-field acquisition and lights: "We've worked hard. If you've got the commission, work from the city of Orland, you want to entertain their ideas and listen to what they have to say," he said.
Funding and schedule: Staff noted a combination of DIF and ARPA funds previously set aside for related recreation projects; staff recommended using available DIF funds for the pool and holding other lighting or acquisition decisions until land-acquisition options are resolved. The council also directed staff to include performance provisions and to confirm contractor timelines and price holds before finalizing any contract.
What happens next: Staff will work with the chosen contractor to finalize the schedule and contract terms, including warranty and performance milestones. Council direction also left the Veil-field lighting and larger lighting procurement on hold pending park-acquisition progress.
Action details: Motion to award the pool plastering contract to Adams Pool Solutions of Pleasanton and increase Little League partnership funding to $67,000 passed on a 5-0 roll-call vote. The council recorded no dissenting votes.
