Randall County denies variance request for Eagle Landing roads, citing drainage and long-term maintenance concerns

Randall County Commissioners denied a variance request by GDI Engineering for the Eagle Landing subdivision, voting 5-0 Feb. 11.
Dustin Davis of GDI asked the court to allow future phases of Eagle Landing to use the county's former road standard (pre-Nov. 21, 2023) for the paving cross-section, replacing the new concrete edge ribbon with a flex-edge to match existing constructed sections. TD of High Plains Civil Engineering explained the request as a cost-driven concession and said the developer would still meet base and hot-mix thickness requirements if the ribbon were omitted.
County engineering staff opposed the variance. The county engineer said the development's scope changed after an annexation decision and that only Unit 1 had been platted and constructed; roughly 80% of planned roadway remained unbuilt and the plan now adds about 2,000 feet of roadway and additional drainage from surrounding areas. "For those reasons, I do not condone the variance for using the previous sections," the county engineer said. Staff also reported the court did not have a complete drainage study for the full development, making the application incomplete for Road & Bridge review.
Commissioners discussed cost, maintenance and long-run impacts to county road upkeep if the ribbon were omitted. The court voted to deny the variance request by motion and recorded a 5-0 vote. Commissioners noted developers can return with a complete plan, drainage report and full plat for further review.
