Senior finance staff presented a draft fiscal year 2024-25 budget framed as a working document to be finalized at the next council meeting. Sandra, the senior finance staffer, told the council the draft balances the general fund, shows planned personnel changes, and enumerates major grant-funded capital projects including police-station renovations, public-works street projects and a TCP treatment program.
The presentation outlined proposed fiscal controls and reporting cadence: quarterly budget-to-actual reporting, capital-project status updates and monthly cash-flow and purchase-order reports. Finance staff emphasized that the draft remains unaudited and that department managers helped create realistic estimates across more than 90 fund accounts.
Council members welcomed the clearer presentation format and asked that the finance team return with the full budget book and any clarifying details. Staff said the full budget book will appear at the next meeting or in October for detailed review and potential adoption.
