Parlier staff seeks targeted general-plan updates to focus growth, cut infrastructure costs

Johan Hill, Parlier's community development director, told the council the city is using a grant under AB 101 to pursue targeted updates to its 2010 general plan aimed at concentrating development and reducing costs. "I have an update for you on a grant-funded program that the city has been working on for a couple of years now," Hill said, noting the plan was last comprehensively amended in 2010.

Hill said proposed amendments would reconfigure the land-use map to encourage housing and economic development near commercial cores such as Manning Avenue and downtown, clarify mixed-use and industrial boundaries, and correct map anomalies created by an earlier master-plan overlay. He described a recommended reduction of the city's sphere of influence in most areas to limit unrealistic development expectations and the high cost of extending sewer and water infrastructure.

Council members pressed staff on school siting authority and annexation. Hill reiterated that school districts retain substantial control over where new schools are built and that maps currently show "placeholders" rather than binding school locations. He also described operational changes tied to the planning process: digital plan submission and increased inspection coverage to reduce delays for applicants.

The council directed staff to return with draft ordinance language and schedule a public hearing on the proposed amendments. The item will be refined following public input and could return for a second reading and adoption at a later meeting.
