Staff presented the proposed project prioritization framework to prepare Riverside County nominations for the Southern California Association of Governments’ 2025 call for Surface Transportation Block Grant (STBG) and Congestion Mitigation and Air Quality (CMAQ) funds. The presentation reviewed a federal corrective action that moved competitive decision-making to the MPO level and described the proposed scoring criteria — deliverability, eligibility, readiness and alignment with regional plans — intended to favor projects positioned to meet federal requirements.
Staff told commissioners that SCAG expects to open the call on March 31 with nominations due May 16 and that Riverside County’s estimated target share of the region’s available $1.2 billion would be about $152,000,000. Staff said the framework was developed collaboratively with regional partners, including CVAG, to ensure projects in Coachella and Palo Verde valleys have parity with Western Riverside County nominations.
Commissioners praised the collaborative work and asked for clarification on how prior calls were handled; staff and CVAG representatives said prior short funding pots limited earlier rounds but that the larger federal pot for 2025 and refinements to the framework should improve county access to funds. The commission approved the prioritization framework on roll call; staff will score county nominations according to the adopted framework and bring recommendations to the commission prior to SCAG deadlines.
