Springville City Council adopted a package of updated impact‑fee documents and accompanying ordinances covering drinking water, pressurized irrigation (PI), stormwater, wastewater collection and water reclamation after staff presentations and public hearings.
Public Works Director Brad summarized each plan, explained the method used to separate growth‑related project costs for impact‑fee eligibility, and presented example projects and eligible percentages. Staff said the last comprehensive impact‑fee analyses for some systems were about 10 years old and that construction costs have increased substantially since then.
Key actions the council approved: - Drinking water IFFP and IFA and adoption of the drinking water impact fee by ordinance (recorded as ordinance "eighteen‑twenty 24"). - Pressurized irrigation IFFP/IFA and adoption of the PI impact fee ordinance ("19‑20 24"); staff clarified the ordinance equalizes east and west rates and uses a "typical residential unit" defined as roughly 13,500 square feet equivalent for billing purposes. - Stormwater master plan, IFFP and IFA; staff recommended the maximum allowable stormwater fee (about $2,779.94). A public commenter noted the fee had risen by roughly $1,000; staff explained the increase reflects outdated prior studies, higher construction costs and local soil/land‑value factors. The council approved the stormwater package and ordinance. - Wastewater collection system IFFP/IFA and associated ordinance (collection fee ~ $11.99) and the Water Reclamation Facility Master Plan, IFFP and IFA (treatment fee ~ $16.12), with adoption by ordinance (recorded as ordinance "22‑20 24"). Several council members emphasized the need to update impact‑fee analyses more frequently to avoid large step increases and noted the fees apply to new development rather than existing residents. Brad said many projects are within the next several years and provided dollar estimates of eligible project portions.
