Accomack board adopts stormwater code updates, approves FY25 amendment and several appointments

The Accomack County Board of Supervisors voted Dec. 18 to adopt code amendments that repeal Articles 3 and 4 of Chapter 38 and reenact Article 3 to align the county’s erosion and stormwater management rules with state law and the DEQ model ordinance. Mike Mason, county administrator, summarized changes including clearer thresholds for land-disturbing permits (staff noted the 2,500-square-foot threshold), new technical standards for E&S control devices, long-term maintenance criteria and enforcement and appeals provisions. There were no public speakers at the hearing and the ordinance was approved by voice vote.
Also on Dec. 18 the board approved a resolution to amend the FY25 budget and certified county payables for payment after the county administrator certified the bills. Finance Director Leslie Lewis presented the FY25 first-quarter summary earlier in the meeting and said real-estate tax receipts for the quarter were $73,790, which she characterized as 20.3% ahead for that line in the report; Lewis explained the report uses a modified-accrual method and a 60-day revenue window.
Appointments and personnel actions: The board moved several appointments and reappointments across county advisory boards. Highlights from the meeting record include appointment of Myra Riley Taylor to the Planning Commission to represent District 8, reappointments to the Northampton Community Criminal Justice Board and the Eastern Shore Community Service Board (Eve Belote and Cynthia Wilder), and reappointment of Alan Marshall to the Green Backville Boat Harbor Committee. The board later withdrew the appointment of Gracie Millburn to the Planning Commission to allow Millburn to determine whether she prefers that role or service on the Board of Zoning Appeals; the withdrawal was approved by the board.

What’s next: Staff said the stormwater amendments take effect upon approval. The county administrator said the annual comprehensive financial report (ACFR) for FY24 missed the statutory Dec. 15 deadline and staff expect to issue the ACFR in February after auditor coordination; a disclosure will be posted as required by state code.
