Summary
The Rockville City Planning Commission unanimously approved two final record plats and one ownership plat on Nov. 12, 2025, clearing the way for lot consolidations, a right-of-way dedication and separate financing for Georgetown Health School and Woodley Gardens Pool.
The Rockville City Planning Commission on Nov. 12 unanimously approved two final record plats and an ownership plat, moves that will consolidate lots, dedicate right-of-way and allow separate financing for existing site uses.
Staff presented final record plat PLT2025-641 to consolidate Lots 8 and 9 of the Geneva Subdivision into a single roughly 28,764-square-foot lot at 210 1st Street and 811 Grandin Avenue, a parcel currently used as a place of worship. Principal planner Kimia Zolfagarian told the commission the application meets the findings for approval and recommended approval with conditions. A commissioner moved to approve the plat subject to the staff report; the motion passed unanimously.
Staff next presented final record plat 2026-96 for property at 22 West Jefferson Street, noting that the application consolidates lots, dedicates seven feet of right of way to the State Highway Administration for West Jefferson Street and will accommodate an approved 12‑unit multifamily building and 17 townhouses. Nelson Ortiz, principal planner, said the dedication was coordinated with the State Highway Administration and recommended approval with conditions. The commission voted unanimously to approve the plat.
The commission then considered ownership plat 2026-107 for 850 Nelson Street, a 3.23‑acre site in Planning Area 5 containing the Georgetown Health School and the Woodley Gardens pool. Ortiz said the ownership plat would create two record lots (Lot 6A, about 2.18 acres, and Lot 6B, about 1.04 acres) to facilitate separate financing; staff concluded the proposal met the findings and recommended approval. Nancy Reglin, counsel for Woodley WAVES LLC, said the plat is the final step needed to place financing and begin construction. Commissioner disclosure of a past family connection to the pool was made on the record. The commission approved the ownership plat unanimously.
These approvals were routine and all passed on voice votes. Staff noted conditions in each staff report that must be satisfied as the plats are recorded and as related development proceeds.
