Dougherty County approves jail engineering contract, waterproofing, resurfacing and other routine actions
Summary

During its Dec. 16 meeting the Dougherty County Board of Commissioners approved several procurement and governance items by unanimous consent.
- Jail mechanical upgrade: The board accepted a professional-services quote from Andrew Hammock & Powell of Macon, Georgia, to oversee engineering and design work for the county jail mechanical upgrade in an amount not to exceed $500,000. Funding was identified in county budget accounts. (Motion approved by unanimous consent.)
- Government Center waterproofing: The commission accepted a quote from Merrick Building Construction Consultants for exterior waterproofing of the Albany–Dougherty Government Center for $72,000. The work is a cost-sharing project with the City of Albany; final allocation will be reconciled upon completion. (Motion approved.)
- Road resurfacing list (FY2025): Public Works presented an approximately 10.6-mile resurfacing package using LMEIG and T-SPLOST funds, with a total estimated cost of $2,301,523.07; the board approved the list and the underlying prioritization process (age, traffic, complaint data and engineering review). (Motion approved.)
- Alliant Insurance Services: Commissioners approved Amendment No. 1 to the county's broker services agreement with Alliant Insurance Services, extending the contract through Dec. 31, 2025, at the same annual fee of $69,750; funding is budgeted in the general fund. (Motion approved.)
- Reorganization resolution tabled: The board moved to table a proposed reorganization relating to county solid-waste operations and establishment of a KEDB commission board for 60 days and referred the proposal to Finance and Government Affairs for fuller review, with the stipulation that the existing Keep Albany and Dougherty Beautiful board not make personnel changes during the tabling period. (Motion to table passed.)
- Appointments: The commission confirmed reappointments of George Anderson and Wayne Charles to the Georgia County Board of Tax Assessors for terms beginning Jan. 2025 and ending Dec. 31, 2027. (Motion approved.)
- Executive session and settlements: The board convened an executive session on litigation, real estate and personnel. Upon return the commission approved a settlement agreement with Pamela Johnson and approved Amendment No. 3 to the Dougherty County defined-benefit retirement plan. (Motions approved.)
All motions recorded in the meeting were approved by voice vote with unanimous consent; the meeting record indicates five commissioners voted in favor and one commissioner (District 6) was absent and recovering.
