Middletown board approves parcel purchase, stormwater ordinance update and several planning actions

At its Aug. 15 meeting Middletown supervisors approved the $11,500 purchase of a 1.94-acre Comcast parcel (with a $10,000 PECO Green Region grant), adopted updated stormwater ordinance changes required by PA DEP, and authorized bidding/consultant solicitations for several capital and planning projects; all recorded votes were 5-0.
Middletown Township on Aug. 15 approved several routine and planning items, recording unanimous votes on each.
Land purchase: The board approved the township’s purchase of a 1.94-acre parcel owned by Comcast adjacent to Firefighters Park for $11,500. Township staff said a PECO Green Region grant will cover $10,000 of the purchase price and that an appraisal had confirmed value; the board adopted resolution 22-20 authorizing the township manager to execute closing documents with solicitor approval. Vote: 5-0.
Stormwater ordinance: The board approved ordinance 22-05 updating the township’s stormwater management chapter to conform with Pennsylvania Department of Environmental Protection MS4 program recommendations. Staff said updates clarify requirements for land development projects and long-term maintenance of stormwater features; the updated ordinance will be included in the township’s upcoming annual DEP report. Vote: 5-0.
Events and permits: The board temporarily suspended ordinance 337-103(d) to allow two Middletown Community Foundation beer gardens on township property (Oct. 8 and Dec. 8) as fundraising/community events; staff and a board member suggested exploring a longer-term permitting approach for non-profit events.
Bids and planning authorizations: The board authorized advertisement of bids for a full reconstruction of cart paths at the township-owned Middletown Country Club and authorized the preparation and advertisement of an RFP under a Delaware Valley Regional Planning Commission (DVRPC) $85,000 TCDI grant for a multimodal improvement plan (sidewalks, crosswalks, bike lanes, bus shelters). Staff said bid results and consultant responses will be brought back to the board for further action. Both motions passed 5-0.
Consent and finance: The consent agenda, which included payment of the 08/15/2022 bills list ($1,576,597.33) and two resolutions (Sustainable Pennsylvania community certification and emergency response agency resolution), was approved 5-0.
The board also reviewed the 2023 budget calendar and encouraged public participation at upcoming workshops and capital-planning sessions.
