Staff told the council that an architect’s feasibility study for a selected property would cost $6,600 and asked whether the council wished to enter into an agreement to fund the study. Several council members questioned the value of the study in light of parallel discussion about a $2 million new police building and unresolved plans for remaining administrative space. One councilor said the proposal might be a step backward and "not money well spent." Another argued it was worth investigating the price compared with prior studies.
