Council approves code update on liens, PennDOT agreements, lighting aid request and several administrative motions

Council unanimously adopted Ordinance 2023‑01 to expand lien authority in the city code, approved two PennDOT agreements (an 'agility' cooperative services agreement and an annual highway lighting cost‑share request), and authorized solicitation of bids for levy relief well testing.
