Alief ISD receives clean 2024 audit, board approves annual performance report and targeted improvement plans

Independent auditors from Whitley Penn reported an unmodified (clean) opinion on Alief ISD's financial statements for the year ended Aug. 31, 2024, and the board approved the annual comprehensive financial report and federal single audit on Jan. 23.
Lupe Garcia of Whitley Penn told trustees the audit identified no material weaknesses or significant deficiencies in internal controls and found no instances of material noncompliance in the tested federal programs (including the special education cluster, Title I and Title III). "Our audit procedures did not identify any material misstatements that we had to bring to management's attention," Garcia said.
Controller Liz Haven and CFO Emily Littlefield reviewed key fiscal metrics: general fund revenues of about $466.6 million, expenditures of $442.1 million, a $25.8 million increase in fund balance and an ending general-fund balance of $164.1 million. The unassigned fund balance of $122.1 million was approximately 104 days of expenditures, above common benchmarks for reserves.
Separately, district accountability leaders presented the 2023-24 Annual Performance Report and targeted improvement plans required by the Texas Education Agency. Dr. Raian Amin summarized STAAR (STAR) trends showing Alief's results generally tracking state trends and highlighted College, Career and Military Readiness (CCMR) gains in recent cohorts. The board opened a public hearing on the annual report and no members of the public signed up to speak; trustees then approved the targeted improvement plans for identified campuses.
What's next: the district will post the annual performance report and submit the federal single audit results per federal requirements; campuses on targeted improvement plans will continue implementing interventions and monthly monitoring.
