Staff explained the town advertised the vacancy and received two applications by the May 3 deadline; the other applicant, Miguel Yukovich, described his experience reviewing the town’s finances during prior service on the council and recommended a conservative investment posture. Staff and counsel clarified the appointment applies only to the elected treasurer role — which oversees town investments and reporting under state law — and not the finance director position, which remains an appointed staff role and is being managed on an interim basis by an outside accounting firm while the town transitions.
Council member motioned and seconded to appoint Elder; votes in favor were recorded from Council members Nisley, Cortez, Youngblood, Ring and Mayor Cartwright. Staff reminded the public that the appointment runs through the existing term, which concludes in November 2024, at which point the seat will appear on the ballot.
