Council awards 40 Second Street contract, hears multiple pavement project reports

Doug Wilson, Public Works, described the 40 Second Street project as a full pavement reconstruction with new sidewalks, ADA ramps, water, storm and sanitary sewer work, retaining walls and two mid‑block RRFB pedestrian crossings. He told council nine bids were received and "The Public Works Department recommends approval of the resolution to award the contract A and F Paving Company LLC in the amount of $4,336,112.55." Council approved the award and staff said construction is expected to begin in spring 2025 and end in late 2025 or early 2026.
On Third Street Southwest (Diagonal Drive to Third Avenue) Doug Wilson described a full reconstruction with utilities and a traffic signal replacement; he reported an engineer's opinion of probable cost of $2,830,000 and said the bid opening is scheduled for Jan. 22. Council held a public hearing with no objections and approved the resolution to proceed.
Ken DeKeyser reported on Wofford Road (from Sixth Street SW to 1,350 feet west) that 11 bids were received (low bid approximately $1,032,000) and staff will forward bids to the Iowa DOT for review before returning with a recommendation. Council members urged careful coordination and communication with businesses along project corridors: Councilmember Scott Olson reminded staff that prolonged closures during past work had contributed to business closures and asked that owners be informed; Public Works said construction will be staged in sections and staff have been notified and engaged with property owners.
What happens next: staff will finalize contract documents for 40 Second Street, open Third Street bids on Jan. 22 and return to council with award recommendations or further actions. Public Works emphasized ongoing business outreach and phasing to avoid extended full closures.
