Navigation Center reports housing placements and wait-list; staff ask commission to compile bed inventory

Navigation Center staff presented placement and program statistics to the Roseburg City Homeless Commission and urged coordinated tracking of shelter capacity across local providers.

Nicole Brown of the Navigation Center reported the center had housed 48 people (summary figure), assisted 1,037 total walk-in clients and helped 26 youth under age 18. Brown said the center is operating at roughly 89% capacity with six beds available and that average lengths of stay are about three to six months but can extend to a year depending on barriers to housing.

Brown also said the Navigation Center and partner organizations have completed 1,180 shelter applications and maintain a combined wait list of about 572 people (a combined total that includes street-homeless clients and those already housed but awaiting services). She said about 75% of guests who exit the shelter transition into permanent stable housing, often with referrals to NeighborWorks Umpqua, UCAN, UHA or Oxford House placements.

Brown noted the Navigation Center reserves some beds for human-trafficking survivors, domestic-violence emergencies and tribal needs; staff encouraged the commission—s proposal that each agency submit a current bed-and-service inventory so the commission can provide an accurate resource list to people seeking services under the city—s changing enforcement approach.

The commission accepted the Navigation Center update and agreed to request bed inventories from participating agencies ahead of the next meeting.
