Board declines to support regional transportation authority; impact fee committee deadline shortened

The Board of Supervisors on Sept. 17 considered whether to support an update to its legislative agenda backing creation of a regional transportation authority (RTA). Staff provided background materials from FAMPO but noted several neighboring jurisdictions—Spotsylvania, King George and Caroline—had declined to join an RTA, a factor several supervisors said weighed against a regional sales tax mechanism that could shift local funding priorities.

Supporters of an RTA argued the county faces $250–$300M in transportation CIP needs but generates only about $14M annually for transportation, so a regional funding mechanism could pool resources for large corridor projects. Opponents raised concerns about adding a new sales tax during a period of weak consumption tax revenues and about protecting local revenue currently used for schools and existing priorities.

A substitute motion to support the RTA failed (vote tied or failed), and the motion to deny the resolution passed 4–3. Later in the meeting the board approved a separate motion to set a new deadline (Nov. 4) for the Transportation Impact Fee Advisory Committee to deliver recommendations to ensure Planning Commission timing is preserved; staff had cautioned that a later January deadline would require resubmission to the Planning Commission and delay public hearings.

The actions leave the county to pursue other funding and project prioritization efforts locally while the impact fee advisory committee continues work with a tightened schedule.
