The Danville Planning Commission on Dec. 9 recommended denial of a rezoning request (PZ24‑00595) for 1819 North Main Street that would have changed the property from Old Town Residential (OTR) to conditional Neighborhood Commercial (NC).
Planning staff reported the property was zoned OTR after the citywide rezoning in February 2003 and said the parcel is not within a subarea identified for commercial redevelopment. Staff noted the property previously operated as a small retail produce shop but concluded rezoning the site to allow a retail vape shop would be incompatible with the Comprehensive Plan and the character of the surrounding residential area. Staff recommended denial.
The applicant (identified in the staff report as Yacine Mosaddic and who introduced himself at the hearing as "Yacid Musadig") told the commission he bought the property believing it to be commercially zoned and said it has a sizeable rear parking lot. He said his intent was to operate a small retail store. Commissioners questioned purchase timing and the property's history; staff said the parcel had not been commercial since at least February 2003.
Commissioner (SEG 3) moved to recommend denial of PZ24‑00595; the motion was seconded and the roll call recorded the commission's recommendation of denial. The item will be transmitted to City Council for consideration at its January meeting.
